Some gateways will integrate Range Extender as a switch type product, showing an ON and an OFF status.
Range Extender has no such statuses. Provided it is plugged into a power socket and powered on, Range Extender will be ON. Any gateway that reports Range Extender as having an ON and OFF toggle status and offers ON and OFF control is incorrectly listing the functionality of the product. The gateway's interface, including any corresponding OFF status, can be ignored - if it shows that it is OFF, it is still ON.
